Windows 10: Windows 10 did not start correctly (blue screen)

If I create installation media (USB flash drive), then boot the laptop from USB drive.

Then what is the next step? When I boot it from USB drive, a new windows 10 system will be installed in the laptop? What if I don't have Windows 10 license?
