Windows 10: Windows 10 disk utilization at 0%

For some reason, after installing an update to obs, my disk utilization in taskmanager are labeled as 0-1%, and when i attempt to move files, file explorer or the winrar extracter crashes before attempting to do anything, and also file explorer is slow to load files.

Windows 10 100% disk utilization

I have a relatively new laptop (Christmas 2017) noticed that it was running slow. In Task Manager it is showing 100% disk utilization.

I have scoured the web and have tried all applicable fixes and have not resolved the issue.

this is maddening anyone have any suggestions

only 7% cpu, 40% memory 100% disk, 0% network

No its built into Windows, just open disk cleanup and select 'Clean up system Files' button on the bottom left- now you'll see previous installs of Windows listed under list of cleanable items. My old install is a whopping 25GB of my 256GB SSD.
