Windows 10: Windows 10 does not prompt for password alternatly

I upgraded my laptop to Windows 10 couple of years ago. Then at some point I uploaded the security patch. And since then I encounter this weird issue. When I boot the computer, I see the clock on the left bottom, so I click CTRL+ALT+DEL, and the screen goes blank and neither do I get prompted for password nor the system logs me in....it just stays blank I do see Power button on the right bottom corner. Then, I Power up the system again. This time when I see the clock, I click CTRL+ALT+DEL, and the system prompts for password. This is a consistent behavior for last couple of years since I uploaded the security patch. Interestingly, its almost like a toggle...it does not work, then it works, then it does not work, then it works.......

I am not sure if there's any setting that I need to change. I am bit afraid of now loading any security patch, not knowing what other weird things its going to do......Any help is greatly appreciated.

Forgot Windows 10 password...

For future reference, there have been reports that this was patched out several weeks back. I found an alternative method doing some registry diving.

Windows Startup password

Is it possible to remove a startup password without being able to log into the system? A friend's laptop just prompt her today for a password that she never enabled. Now, she does have a standard user account password, but that doesn't work for the startup password. She had the computer for about a year now and it has never asked for a startup password until today.

I tried to use Hiren Boot CD to run a diagnostic on the laptop, but it has a bsod. Windows 10 normal boot crashes as well
