Windows 10: Windows 10 does not start, Spinning Dots, and "Diagnosing Your PC" endlessly

My windows 10 has refused to boot. This all started about a week ago after a Windows Update, that I think has pushed the Windows 10 2004 stuff along with it.


There is something wrong with the boot device, partitioning or something else. Yesterday it would not start and just showed the Windows Flag with the spinning dots. I hard rebooted it a couble of times and eventually it went into a loop "Diagnosing Your Computer" - which took a long time. I quit out of there after about 6 hours. Since then all I've been able to do is use the recovery USB drive I created to get into a DOS like command window. From there I was able to look at the disk partitions diskpart tool and volumes. They look healthy. I tried to refresh the tables following the advice at https://www.youtube.com/watch?v=sOihh4ZNOf4&t=318s and https://christitus.com/repair-windows-boot-partition/ ....


I followed all of his steps, but the changes did not stick. When I tried to log out of the repair window, it dimmed the window, but the computer never shuts down. So I powered it off manually, and when I start it did not repair anything. its all back to the way it was. the Master Boot records are obviously corrupt, but I have no idea what to do next.


oh yeah, I tried System Restore, but it didnt know where the files were. I found the main directory on the G: drive and the system recovery on C: something is really messed up.


I need to get this going and to save my files. I have work files on this machine, and my wife uses it as part of her job working for a hospital system.

Stuck at Spinning Dots

I have a Dell Precision 7910 on windows 10 1803. I updated a couple weeks ago through windows update.

I have booted the machine several times since updating. A few days ago I update the NVIDIA driver. I have dual K620 cards. Booted a couple of times sine that update.

Today I went to reboot. On boot, it was stuck on spinning dots. I only waited around 20 minutes before I powered off. Booted again, same thing.

I powered off and pressed F8 trying to get to Safe Mode. However, it now stated starting Automatic Repair.

It is now with spinning dots stating Diagnosing your PC.

I figured I would post here before doing anything else.

How long should I let it run on Diagnosing your PC? Any other ideas?

"Diagnosing your PC" on start-up

When I was updating my Surface 3 tablet to Windows 10, the update stuck at 95%. I had to hard reboot that ends in a black screen and white "Surface" text. I also see the spinning dots with words "Diagnosing your PC".

 

Windows Won't Start - Infinite Spinning Circle of Dots

No power failures or electrical storms. No changes made to the system (though when I shut down four hours earlier, it took a bit longer than usual, leading me to believe that an automatic update may have been installed). Was there an automatic update pushed
out on March 1st?

Yes, POST and BIOS appear to be fine. No warnings, beeps, or logged errors. The BIOS configuration appears to be unchanged. Drives are all recognized and the RAID 1 array shows both drives "functional."

Again, I cannot get to the recovery menu. All attempts to power up this machine end up at the infinite spinning dots.

Same thing with the Windows 10 installation DVD - spinning dots. I cannot get to the recovery menu or even re-install Windows.

There's not much more detail I can provide. It's always the same:

• Press the computer's power button
• Computer displays routine startup BIOS status messages - no warnings; all SATA drives are recognized
  
• Computer displays black screen with "Asus" logo and message at bottom of screen: "Please press DEL or F2 to enter UEFI BIOS setting."
  
• Computer's USB keyboard and mouse are functional - I can press Del or F2 to enter BIOS
• Computer displays RAID configuration with all drives status "functional"
• Computer's USB keyboard and mouse are still functional - I can press Ctrl + I to enter RAID config utility
• Black screen with "Asus" logo appears
• Spinning dots appear under "Asus" logo
• NumLock light on keyboard goes out
• Pressing Ctrl + Alt + Del has no effect - keyboard appears to be non-functional
• Nothing else happens - spinning dots keep spinning indefinitely

The only change to this routine is that every third reboot produces the "Preparing Automatic Repair" message in Step #7, underneath the "Asus" logo. Otherwise, everything is the same. The routine continues from Step #8 to Step #11.

And if I boot from my Windows 10 installation DVD, I'm given a message after Step #6: "Press any key to boot from CD or DVD....." Whether or not I press any keys, the routine continues without change from Step #7 to Step #11.
