Windows 10: Windows 10 doesn't respond to input my Xbox One Controller

I have my controller connected via Bluetooth to my PC but I get no input in games or any application except Steam. Steam not only recognizes my controller but also that its an Xbox one controller, but the Xbox accessories app doesn't even detect it. It's frustrating because I've tried re-installing Bluetooth drivers and controller drivers but nothing. It's also not a problem with my controller because it works fine om my Xbox One and Android Phone. My only lead is that previously when my controller did work is was detected in the "Everything Else" option of Bluetooth but now it only appears in
