Windows 10: Windows 10. Error Message "Device attached to the system is not functioning" Whenever I try...

I have an issue where if I try to use anything that requires the permission of the computer's admin me I am given the error message Device attached to the system is not functioning. The first time I got this was last week, and I had believed it to be an issue with the program. This week however I was trying to reinstall McAfee antivirus, and I got the same error message. At this point, I realized it was an issue with my computer. If I tried to uninstall anything that required admin permission to uninstall, then it would not work and gave me the error message. Finally, I came to realize it was because of the admin permission window when trying to open up a command prompt: as an admin, it would not work, HOWEVER, if I opened it up not as an admin it would work. This issue does NOT happen in safe mode but DOES happen in clean boot mode. I would greatly appreciate any advice on how to handle this issue. I should add as a final detail that my brother, who owns the exact same laptop as me, does not have any issues at all while mine does.

I am getting A device attached to the system is not functioning" error while installing any .exe file on laptop. Below is one of example in this case team viewer.

I have already taken few steps but invain getting same error again.

1. First step, format and reinstalled Windows 10
2. There was driver error in device manager for "*Dellpro" I uninstalled this device.
3. I ran SEC and DISM scans but they intermittently aborted.

Can someone help in fixing this error, can't install any software on laptop. Please help urgently.

Windows 10 HP ENVY 23, idt high definition audio codec. When I try to update the driver I get the error message A device attached to the system is not functioning. What can I do to correct this error?

I recently upgraded to Windows 10 with my Lenovo H505 model computer (I do not know all the specs), and every time I try to open a .exe file, a message pops up. The message is in a normal looking window with the .exe path at the top, and the error message
(A device attached to the system is not functioning.) at the bottom. This is the only thing that happens, and I don't even know what it means. I have no external hardware attached to my computer, so is it internal? I've made no progress with it. I'm stuck.
I had no problems with it in Windows 8.1, but I recently did a clean on my computer, so I can't recover to Windows 8.1 either.

Please, if anyone has had a similar problem that they've fixed or just knows how to fix this, I really need your help.
