Windows 10: Windows 10 Factory Reset Restart Loop

So, recently, I preformed a factory reset on my computer, windows 10 and now everytime I restart, it takes me to the same restart screen. This screen asks me which region I'm in, my timezone, and what keyboard language I prefer. Then when I click next, it takes me to another screen that tells me that there is a problem preventing windows from updating. It tells me I should connect to a wifi, and then click next to restart the program. Only after it "restarts", it takes me back to the same 'HI there's screen, where I have to put in language preferences and whatnot, and restart it again. It's

Windows 8.1 & windows 10 : fail to factory reset and stuck in restart

Ztruker's post will get you to Win10, but if I understand the issue you wanted to fix a non-working Asus Win8.1 Factory Reset by upgrading to Win10.

My question is what OS do you want on your system, Win8.1 or Win10.
There might be a way to access the Asus recovery partition and do a reset from there - I think that can be done, but I would have to research the exact process to provide step-by-step instructions.

If you want to get to Win10 - then I mis-interpreted your post.

There seems to be an underlying issue on your system as far as the Asus Win8.1 Factory Reset issue is concerned.

The question might be moot if you've already started the Win10 Clean install.
Getting to Win10 is easy, getting back to Win8.1 after a Clean install requires a bit more work (windows.old and possibly the Asus Recovery partition are no longer available).

 

Dell Inspiron 15 stuck in factory reset loop

I have a Dell Inspiration 15 with win 10. it was bogged and slow as syrup on 125 degree day. I did a factory reset. I followed the instructions went to settings, and just followed the steps. At some point during the reset it asked me about tpm2 settings...I had never seen that before so I followed the recommended choice and went to bed. When I got up it asked me for the usual stuff, location, language, time zone. Then it wanted the name of my WIFI and my password, which I gave. It restarted, then just kept on restarting asking me the first set of questions, language, time zone...over and over, it never asked for internet name or password again, . I can get in to the bios settings by using the f8 key.
Any suggestions? Hopefully...
OH I almost forgot, when you do a hard restart, it flashes a tpm2 settings error right before it starts with the dell screen and spinning dots
