Windows 10: Windows 10 fails to reboot after applying latest OS cumulative updates

After either of the latest two Windows 10 version 1903 cumulative updates KB4530684 and KB4528760 is applied my PC an Acer Aspire fails to reboot. It gets stuck on a blank screen with the spinning circle running continuously. There is no way out. Pressing neither CTRL+ALT+DEL nor ESC does anything. The only way out is a hard power off, followed by rebooting into Recovery Mode, followed by a system restore to a point prior to the update. Stopping the update from being reapplied is a bit hit or miss using the wushowhide utility. The whole process seems to take me 2-4 hours each time.


So my question is, what do I do to resolve this situation? I have no idea what about the cumulative update causes the problem. The only thing that I can say is that it is something introduced after build no 18362.476

Anyone else having problems getting the Cumulative Update for Windows 10 for x64-based Systems (KB3156387) installed? This update has been failing for me & doing a failed to update after downloading & reboot, then rebooting & removing the update.

V 10.0 build 10240
