Windows 10: Windows 10 fresh start error

I ran “fresh start” but received the error “there was a problem resetting your PC. No changes were made”.

my laptop having several issue from past few days

1. my number keys (numeric keypad) not working when numeric keypad are on it work as cursor and when off it does't work at all.
2. Update issue as try to update its get failed and shows "A current driver on your PC may be better than the driver we're trying to install. We'll keep trying to install" i used troubleshoot option that shows all fixed but does't work.
3. one more problem is my laptop taking screenshot by by clicking random button or some time by opening google chrome.
4. A new problem Also start while switch on laptop it gets continue produce beep sound unless or until i press any button .

Now i wanted to just fresh start so that personal files remain.
if fresh start will not work i wanted to reset or boot like new windows but i don't have any dvd or oem file.

Currently i have windows 10 pro and windows is activated with digital license linked to my account.





Any suggestions gratefully accepted.

Windows Fresh Start

What I mean by fresh start is, an option found in Windows Defender Security Center -> Device Performance & Health -> Fresh Star

• Fresh Start: "Start fresh with a clean up to date installation of Windows. This will keep your personal files and some windows settings, and remove some of your apps."

I proceeded to check the disk through the mentioned instructions but no error was found. Any idea what might be causing the issue?
