Windows 10: Windows 10 fresh unstall frozen

I tried to carry out a fresh install of Win 10 v1809 on a PC some weeks ago. It has frozen on a blue screen with a heading 'Do More With Your Voice'. There is basically then some choices of using voice or not using voice with a 'Learn More' and an 'Accept' button. It has frozen on this screen and since then the only way I switch off is via the power button. I have tried switching it on and off multiple times, disconnecting the power completely, booting up from a USB with Win 10 v1809, a USB with v1903 and from an old DVD with Win 10 on it; I also unplugged the power etc. from the HDD, all to no avail. It goes through the motions of starting up and as I don't have it password protected at present it brings up the lock screen then it will have a message 'please wait'. At this point sometimes it will go to my desktop and again give the 'please wait' message, sometimes it skips this. Whichever it does I then end up with the frozen screen.

Please does anybody have any ideas as to what more I can try?

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
