Windows 10: Windows 10 Home 2018 64 Bit Settings App

Hi,

I cant access my Settings App, the Blue screen with logo flashes up then disappears.

I have tried all the different ways to access the Settings App that l can find on the internet

no luck, and also Microsoft help does not work see below , it will not let me into help.

this is the message l keep getting when l go to help.

How to know Windows 10 Home is 32 or 64 bit?

Under System, it shows 64 bit with x64 Processor, I would like to know on whether Windows 10 Home is 32 or 64 bit.

Does anyone have any suggestions?
