Windows 10: Windows 10 In-place Upgrade fails : Error: "Installation failed in the SAFE_OS phase with...

I provide IT Support to various clients and have had two Windows 7 PCs recently fail to upgrade to Windows 10 using Media Creation with the same error.

Installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation

The 1st time this happened, I re-imaged the PC using Windows 10 1909 on a USB Drive. Before I do that again to the second PC, I am wondering if anyone has a simple way to fix this error and allow the Windows 10 upgrade to complete? You would be my client's hero if you already solved this issue yourself and are willing to share how.
