Windows 10: Windows 10 input language

I have two languages setup for my Win10 laptop - English UK and English NZ. This is done because I use two different keyboard layouts UK and US, depending on where I am at the time office or at homeYears ago, this worked flawlessly. I could switch the language and everything just worked. Today it is horribly broken - Every time the system goes to the lock screen, it switches the input language automaticallyWhen I look at the language order in the language toolbar, it shows in the order that I set in Preferred Languages. Windows 10 upgrade problem, no input accepted

I really hate having to come here and ask for help, but I really am stumped. It hurts my geek pride. I have a PC with fairly modern hardware in it. It has a p8p67 pro in it. I have tried upgrading windows 10 on it twice now. Both times I have had the same result.

After windows finishes upgrading it goes to the log in/set up screen. I can't do anything. No keyboard or mouse input is accepted.

I will list some, or hopefully all, of the troubleshooting steps I have tried:

• Move keyboard and mouse to different USB ports.
• Try different keyboard or mouse.
• Restart computer, repeatedly.
• Google for related issues.
• Update Bios, because why not.
• Create boot media and revert to windows 7.

The windows 10 system restore boot media works fine with keyboard and mouse. All USB ports work in windows 7. I don't know what is wrong. I suspect that windows 10 is lacking a driver of some sort, but since the computer accepts no input I have no way of checking for which driver let alone installing it.

Please help me figure this out. If I have to revert back to windows 7 again, I am not going to get it upgraded to windows 10. Thank you in advanced.

Your default keyboard layout or input method is the one that’s automatically used with the language you see
Windows in (for example, the QWERTY keyboard for American English). If you want to keep your Windows language the same but use a different keyboard automatically, follow these steps:

• Open Control Panel by Right clicking on the Windows key, tapping
  Search or entering
  Control Panel in the search box, and then tapping or clicking
  Control Panel.
  
• Select Language Tap or click
  Advanced settings.
• Under Override for default input method, choose the keyboard layout or input method you'd like to be your new default, and then tap or click
  Save.

Note:

If you don't see the keyboard layout or input method you want, then you haven't added it to your input method list. For instructions, see the
steps below.

  Search Region and language.
  
• 
  Tap or click the language you want to add a keyboard to, and then tap or click
  Options.
  
• 
  Tap or click Add a keyboard, browse the input method list for the one you want to use, and then tap or click
  it.
