Windows 10: Windows 10 install. Mouse can’t open anything. Keyboard shortcuts not working.

I removed Windows 10 and installed 8 a while back. Now there are no updates for 8, I reinstalled 10 last week and it seemed to function OK. Today if booted, but the mouse cursor cannot open any apps/programs. Also the Windows shortcuts on the keyboard do nothing. I tried three mice and the and the keyboard work fine in Safe Mode. Most of the fixes online are “unavailable” in Safe Mode”. All the online fixes end up at click/right click. But the mouse isn’t functioning. Go figure. All I get is a rotating blue circle when I move the cursor into the task bar. I considered reloading Widows 10 from

Thanks for your help my PS keyboard is working unfortunately my usb mouse/keyboard still do not work even after having my OS installed. How would i go about selecting to load the driver packages?

Keyboard shortcuts to open programs:

Create a shortcut on the desktop to whatever program you want. Right click -> Properties and fill in the field there. Sadly the shortcut needs to remain on the desktop, but you can hide it.

Fun fact: If you had keyboard shortcuts for programs pinned to your Windows 7 start menu, those shortcuts still work when you update to Windows 10.

Ok, thanks ill check out how i installed them on my motherboard. Im in the device managed right now and for my mouse it reads
"This device cannot start. (Code 10)

{operation failed}

The requested operation was unsuccessful"

I tried to plug in my ethernet cable as well to try to go online to get driver updates but the light is glowing yellow/orange rather than green and it also has the same message as my mouse in the device manager.

oh and both the keyboard and mouse are wired

I have the legacy usb support enabled in bios and i have my mouse plugged into the usb 2.0 (im using my PS keyboard atm just so i can control the comp so my usb keyboard isnt connected) but the mouse is still not working when i am running windows.
