Windows 10: Windows 10 ....IPV4 and IPV6

Discus and support Windows 10 ....IPV4 and IPV6 in Windows 10 Customization to solve the problem; In Settings Network Windows 10 has IPV4/IPV6 defined as 192.168.0.11/24....     In Settings Network Windows 10 has IPV4/IPV6 defined as 192.168.0.11/24.... Does that mean IPV4 & IPV6 are using ports 11 thru 24? If so why are they defined this way?
