Windows 10: Windows 10 just re-starts the system after I click RESET

When I go into settings>update&recovery>RESET it asks all these options like KEEP FILES , REMOVE EVERYTHING. But after selecting all these, it does starts its job but after it re-starts. And back to the original old form like nothing happened. No error messages too. I even tried the installation media tool from official microsoft website. Same thing. It just re-starts and does nothing
