    Windows 10 KB5028166 is now available for version 22H2, the last supported operating system version. This update is available for everyone and can be downloaded via Windows Update, but Microsoft has also published direct download links for Windows 10 KB5028166 offline installers.

    KB5028166 Windows 10 update is a security patch, and it doesn’t have a lot of changes to mention, but it does come with plenty of bug fixes and a few improvements. For example, Microsoft is introducing many new features for Microsoft Defender for Endpoint in Windows 10 with today’s Patch Tuesday update.

    It is important to understand that Windows 10’s July 2023 cumulative update has all the fixes and improvements from June 2023 preview. This means if you have already installed June 2023 preview update, you won’t be getting the major changes in the update. However, you’ll get security fixes.

    Among the new features included in this update is the ability to authenticate across Microsoft’s cloud-based services. If needed, this feature also accommodates Conditional Access checks.

    Additionally, this update enhances several Simplified Chinese fonts and the Microsoft Pinyin Input Method Editor (IME) by supporting GB18030-2022.

    Characters in the Standard Chinese Characters List (implementation level 2 of GB18030-2022) are now available in Microsoft Yahei (regular, light, and bold), Dengxian (optional font: regular, light, and bold), and Simsun. The Simsun Ext-B font now supports Unicode CJK Unified Ideographs Extensions E and F, aligning with the GB18030-2022 implementation level 3.

    Several issues have been addressed in this update, including problems with scheduled monthly tasks not running on time during daylight savings, deletion of all registry settings under the Policies paths during Group Policy processing, and non-installation of minor updates for .msi files when using the EnterpriseDesktopAppManagement configuration service provider (CSP).

    The update also improves the reliability of the Desktop Window Manager (DWM) and resolves issues affecting the Spooler service, the tib.sys driver when HyperVisor-protected Code Integrity (HVCI) is enabled, and the NCryptGetProperty() function returning incorrect values when the key is a machine key.

    Two identical issues affecting the directory path HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders have been addressed.

    The update ensures that users can now set and maintain the correct default permissions for this directory path. Previously, incorrect permissions led to failures in the Start menu, search, and Azure Active Directory (Azure AD) authentication.

    Lastly, the update fixes an issue affecting users who enable the “Smart Card is Required for Interactive Logon” account option, preventing them from authenticating to Remote Desktop Services farms when RC4 is disabled.

    So, after suggesting checking for firmware updates, it does appear there was a firmware release July 23, 2015 that resolves this issue. The step-by-step directions as well as the firmware release history for the Surface Pro 2 can be found here.

    "New Folder" command creates 4 folders on Windows 10 Pro - July 2016 release

    "New Folder" command (from windows explorer) creates 4 folders on Windows 10 Pro - July 2016 release. This issue however doesn't occur on Windows 10 Enterprise or on Windows 10 Pro - July 2015 release. Steps to reproduce:

    1. Right click on C drive->Properties->Security->Advanced
    2. Select "Authenticated Users" Principal and "Modify" access entry
    3. Click on "Change permissions"
    4. Select "Authenticated Users" Principal and "Modify" access entry
    5. Click on "Remove"
    6. Click on "Apply" or on "OK", it will pop up few security warnings, click "Yes" on all those warning messages.

    Now create a folder on C drive root, it will create 4 "New folder" entries.
    Ctrl+Shift+N behaves same, however from a command prompt it works fine.

    Win 10 enterprise and earlier release (July 2015) of Win 10 Pro seems to be working okay.
