Windows 10: Windows 10 Keeps Freezing - Help!

To start this off:

• I have my PC running in the high performance power option and still have this issue.
• My PC
  • Intel Core i5-8400
  • 256GB Samsung 960 EVO M.2 NVMe
  • Seagate Barracuda 2TB 7200RPM

These errors happen on the SSD though. So, this points directly at Windows.

These issues started happening about 1 week after the Fall Feature Update in November, but for some reason there were no restore points for me to revert to. So, I got stuck with it. I didn't have any issues with my PC before that update.

Freezing Issues Include:

• When I save a file from any program, the program, and only the program, will freeze for about 5 seconds.
• In Windows Explorer itself, if I rename a file, it will not automatically update the screen and I have to manually update it with F5.
• If I move a file or folder from one spot to another on my desktop, it will not automatically update it. If I rename a 'New Folder' I just created on the right side of my screen, as soon as I press F5 it will throw it to the next spot open in the default desktop grid or sometimes it won't even let me rename it and it tells me that the brand new folder that is still there doesn't exist.

Things that have not worked so far:

• sfc /scannow
• turning off and clearing the privacy settings of Folder Options
• checking for disk errors
• disk cleanup and defragmenting
• rebuilding the index, which didn't make sense, but I was out of idea
• I've also tried these cleanup commands and no issues were found
  • DISM /Online /Cleanup-Image /ScanHealth
  • DISM /Online /Cleanup-Image /CheckHealth

I do not want to 'Reset Windows 10' as that would just create chaos for me!

Note: I'm an experienced IT person and am open to mostly any recommendations. This problem is just stumping me!...
