Windows 10: windows 10 keeps refreshing at the start up

Hi , to all who knows what im talking about, ive tried every single method but the problem stays still { SFC/scannow ..... chkdsk/f .... and all same ways }what else should i do ? should i re-install the windows again ? i did this 2 times and after period of time the problem comes back is it windows 10 problem ?

Refresh Windows 10

You have the option to "Keep my files" or "Remove everything" when refreshing Windows 10.

The steps in the tutorial are for "Keep my files", and why you see that below the table.

  In top right corner you will find a refresh button
  
• 
  Click on refresh button and check if it sync with the account
