Windows 10: Windows 10 keeps scrolling or closing... Is there a fix?

I have been having this issue for sometime now. After a while my whole windows taskbar, and windows menus start bugging out and continuously scrolls down and I cant out-scroll it or get it to stop. Another issue it has is, if I hit the windows menu it pops up and closes immediately. This happens the same when I try to right click, and close a window on the task bar. HOW DO I FIX THIS? It's been so obnoxious and only solution I have right now is restarting my whole pc every time this occurs. I've tried updating it to the most recent version, updating my drivers, ran AVG antivirus and tune-up an

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Windows 10 keeps closing programs. How can I fix this?

This issue may happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly follow
the below given steps:

• Press Windows key + X, select
  Command prompt (Admin) to bring up elevated Command prompt.
• In Command prompt type sfc/scannow and press enter.
• Restart the computer.

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
• In command prompt, type the following commands and press Enter after each command:

DISM.exe /Online /Cleanup-image /Scanhealth

DISM.exe /Online /Cleanup-image /Restorehealth

• Close the command prompt and restart the PC and check if it works.

scrolling bad

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903
