Windows 10 laptop frozen suddenly went to a gray screen and now its black with cursor, can't shut the computer off completely thr sides still blinking how to fix it please

Hello My friend has a 2 year old HP lap top shes not computer savy but I pretty much am. Her computer said it was repairing itself and she let it sit for hours to only end up with a black screen and cursor. The computer is frozen none of the keys work
and shutting it off results in the same issue when turned back on. HP wanted a few hundred dollars for repair that she doesnt have nor does she have a recovery disc. I tried everything control alt delete, pushing the F2 button everything and cant seem to get
anything. Anyone have a suggestion?
