Windows 10: Windows 10 lets me neither start nor reset my PC

I have an old Laptop from 2014, originally with Windows 8, I upgraded to Windows 10 when it was free. Now i wanted to reset the PC to sell it maybe. When I start it, the Display remains black. (After a short show of the Logo.) when I start it with F12/F8 to start the Windows Troubleshooter it works. The Troubleshooter says there is a Problem, restart your PC, then the display again remains black. When i want to reset it, the process starts, gets stuck at different % and afterwards says, there is a problem and I‘m back at the Menu where I started. I tried all different reset options like delete all or only delete preferences, but nothing changes. Anyone got an Idea, what I can do? Thanks in advance.

• Under General, next to “Open File Explorer to:” choose “This PC.”

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
