Windows 10: Windows 10 license on refurbished PC locked to previous owner. How to solve ?

Hi. I purchased a "refurbished" Dell Optiplex mini. corporate Off-LeaseIt looks like the PC was not properly sanitized.After following the recommended procedure of updating BIOS, complete wipe/clean of disk and re-install of official MS downloaded Win10 from USB stick, upon completion of the installation the login screen always reverts back to the state of requiring the previous corporate owner logon, without any other options.During the installation process, there is only very limited verbose on the screen, but I assume that during the "Account" information step, the system goes out the th

I have a refurbished laptop that still shows the previous owner's xbox identity even though I have signed into my own account. Example: * I am not RobustCeiling55!

MICROSOFT WINDOWS FOR REFURBISHED PCs

I have a refurbished PC that I had to replaced the hard drive in . Will the keys that came with it activate a new install of windows 10 made with the creation tool? The instructions that came with the PC says the key on the license sticker will only work
with Microsoft Windows for Refurbished PCs. The sticker with the key # says Microsoft windows 10 Pro for Refurbished PCs.
