Windows 10 local IP doesn't work if network cable is disconnected

My local LAN which includes my laptop is setup as a static network. I have noticed that when the network cable is disconnected on the laptop I can't ping the laptop from itself. The VMs which are also on the laptop cannot ping the laptop's address from their local bridged addresses.
I can't remember having this problem on Windows 7 and earlier. Is there some fault on my setup or is that the way Windows 10 itself is designed?

    :)

  2. DNS smartphone

Whenever I connect my htc titan to my pc it starts doing the strangest thing. All my local requests on my network are being search by my phones ip range and not my local network range. I.E

Request SERVER-01 (192.168.16.3) does not resolve when my ip is 192.168.16.101.

I disconnect my phone and it works ???

  3. Full machine name in host file not resolving to local ip 127.0.0.1 in windows 10

In windows 7 machine, mapping the full machine name to local host ip 127.0.0.1 in host file (C:\Windows\System32\drivers\etc) seems to be working fine.

Means after putting the below entry in host file, I ping with my full machine name and I'm getting reply from 127.0.0.1

    127.0.0.1 Test-L7.mydomain.com

However the same configuration is not working in window 10 machine, ping returns actual ip 10.16.xx.xxx. I disconnected my network and did the ping, this time it return 127.0.0.1.

How to resolve full machine name to local ip 127.0.0.1 ?

    Thanks
