Windows 10 Logs In on Startup and Uses CPU via Unused User

So, my friend came over and turned on my laptop. When she got to the lock screen, she switched over to her account and signed in. Note that the computer was fully shut down before this and just installed an update from the last shutdown.

She was AFK, and I was curious, since I know Windows likes to sign in the account before you unlock it, and I pulled up task manager. Sure enough, my user account was stealing over 40% of the CPU. She's trying to play a game, and that's a lot of CPU to not have when trying to render a 3D engine on a quad core.

This is the exact problem I though of when I first encountered this peculiar feature of Windows 10, where you'll go to a shared PC like a family computer, and you simply won't be able to do anything because another account will be auto-signed in and hijack the performance by doing noting useful to the users actively using the system.

Is there a way to disable this feature? If so, why isn't it disabled be default? This is ridiculous. And also note that even if she wanted to, she would not be able to sign my account off without me being there to do so since it's password protected.

This computer in reference is a quad core CPU with 8 GBs of memory. Imagine this effect on a dual core CPU PC with only 4 GBs of memory.

    :)

    Windows Startup password

Is it possible to remove a startup password without being able to log into the system? A friend's laptop just prompt her today for a password that she never enabled. Now, she does have a standard user account password, but that doesn't work for the startup password. She had the computer for about a year now and it has never asked for a startup password until today.

I tried to use Hiren Boot CD to run a diagnostic on the laptop, but it has a bsod. Windows 10 normal boot crashes as well
