Windows 10: Windows 10 Media creation tool error 0x80200013 - 0x90019

I am getting this error with the media creation tool no matter what PC I download it on and thumb drive I use. I have tried everything and can find in the community pages,I am trying to create a boot for new blank computer. I have tried making iso image to use with rufus and still same error. Does anyone have insight into this?

I am trying to upgrade my Dell Inspiron 3521 from Win 8.1 to 10.

I downloaded Media Creation Tool but I keep on getting this:

'There was a problem running this tool' and error code Error code 0x80072F06 - 0x90019

I tried to upgrade as well as to download the ISO image but same error.

I currently am on Windows 8.1 and trying to upgrade to Windows 10 because I have an RTX and it basically needs Windows 10 to work properly (and also for DirectX 12) and I currently can't play any medium and large games because of that , so I tried to upgrade
to Windows 10 but it keeps showing me this error: "0x80200013 - 0x90019". I really am not talented with PCs and I also don't understand anything about PCs so when I tried to search how to correctly upgrade to Windows 10 from 8.1 I didn't really understand
and all the things I tried didn't work.

I hope what I wrote is understandable as English isn't my first language and I also hope you're all staying safe.
