Windows 10: Windows 10 Microsoft news turn off closed captions

I can't find the setting, if there is one. I want turn turn them off permanently. As of now, the they must disabled individually in each video.

Here's the steps to turn on closed captioning:

1. Right-click or tap-and-hold anywhere on the playing video. A menu bar will appear at the bottom of the screen. If closed captioning is available, a CC icon will be displayed.

2. Tap or click the CC icon.

3. Tap or click the language you want to see closed captions in.

i cannot turn off close captions
