Windows 10: Windows 10 minimize maximize resize close buttons greyed out

I am using Win 10 normal startup in msconfig. Weird problem all the minimize, maximize, resize and close buttons for all application's dialog boxes as well as Chrome tabs 'x' buttons are greyed out and disabled. I have run sfc /scannow, dism restorehealth, scanned with MS Defender all without any problems shown. A temporary soluntion I found is to open task manager via Ctrl Alt Del. What's causing this to happen and is there any permanent solution besides doing a Windows reset/refresh or clean install?

Good day! I’m and I'll try to help you today.

Based on the picture you have attached, there is a minimize button (the underscored symbol), then the square symbol is the maximize button, finally the red X is the close button. These are all on the top right portion of the attached screenshot.
