Windows 10: Windows 10 Mobile Build 10.0.15254.1

I'm not using Insider builds, but my 950 XL just updated to this build. Is this official release of the Fall Creators Update for mobile?

Windows 10 Mobile Phone "Can't Setup Mobile Hotspot"

There's lots of information regarding this error for a PC, but virtually nothing for a Windows Mobile. As far as I can tell, there's no troubleshooter for mobile, no nothing for mobile. So please tell me how to fix Windows Mobile "can't setup mobile hotspot."
This is a mobile PHONE, NOT A PC, NOT A LAPTOP, NOT A TABLET. It's a MOBILE PHONE, an Alcatel IDOL 4S. After a hard reset and fresh install of Windows 10 in September, the phone has updated itself to Windows 10 Version 1709, OS build: 10.0.15254.1.
