Windows 10: Windows 10 moves and resizes all windows after switching users

Having the computer go into sleep/hibernate mode or turning it off has no effect on window placement when I log back in. But when another user logs in, once I log back in, all my windows have changed size and position, and I need to readjust everything. There may be several reasons why you are unable to resize or move applications after installing an update. To better assist you with your concern, we would like you to answer the questions below:

• Does it happen only on one application?
• Which application are you having issues resizing or moving?

In the meantime, we suggest you to run the Windows 10 troubleshooter. Kindly follow the steps below:

• Press Windows key +X, select
  Control panel
• Change the view by option on the top right to
  Large icons
• Click on troubleshooting and click on the
  view all option on the left panel
• Run the Windows Store apps troubleshooter

We are obviously not on the same page. I do not think we are even on the same book or library.

The problem is that after switching users and returning to the same user, their windows are not as they were left. They are resized and moved as if the resolution had been reduced on the process.

Hello, I would like some help with this. Every time we switch users in Windows 10, all non-maximized windows get resized and moved towards the top left corner. We use only one 32" display (3840x2160), and scaling
is set to 100% on both accounts.

Things I've tried already:

1. Show hidden devices on Device Manager and delete all past devices. Now the only there is the active display.
   
2. In Registry Editor, remove all entries but the actual display on Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\Configuration and Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\ScaleFactors
   
3. Since 2 did not work, I restored to previous settings, deleted all non-simulated or actual devices and set every relevant setting (primsize, actsize, scaling, etc.) to the same settings than my active display.
   

Locking the computer and letting the display go to sleep does not alter windows size or placement, only switching users.

Does anybody know what else can I try?
