Windows 10: Windows 10 muffled Audio fix?

So I was watching a youtube video until it started getting muffled so I thought it was the video until I restarted the video and it was still muffled so I tested some things to see if it was my browser or just windows and its just windows.Troubleshoot button for the output setting in settings doesn't work too.

Muffled audio in windows 10

It's only in videos and stuff like that, the first method has helped with the muffling but the audio is still hard to hear, it's volume is on max.

 

Low quality/muffled Audio on Windows 10

I've clean booted while only enabling "Realtek Audio Service", "Windows Audio Endpoint Builder", and "Windows Audio" services. when connecting an external speaker, the sound is still low and muffled
