Windows 10: Windows 10, No Internet, No Program function, tried everything

Hello, I’m having a sudden and unusually problem. Wednesday afternoon after downloading some photos off iCloud my computer essentially bricked.Under normal start up, Lost function of most programs can’t even click on settings without blue spinning circle, won’t open, cannot use search bar, cannot open any programs, cannot access command prompt, no internet although WiFi works on phone and tv. Can access file explorer and internet browsers will open but no access.I’ve done the followingid a clean boot, same issues occur.Booted in safe with networking, allows me use of command prompt and

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
