Windows 10: Windows 10 not letting me reset

I bought this laptop from a guy who said he couldn't figure out how to reset it either. Going to the normal settings and trying to wipe the laptop doesn't work as it can't "find a recovery environment". I tried making one with a brand new USB drive and it said I can't because some required files are missing. What are these "required files"? This happens no matter if I check the "back up system files" box or not.I tried resetting the computer through the command prompt and the shift power in winre/advanced setup. The guy I brought it from also said it was registered with some organization, but

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.
