Windows 10: Windows 10 not working and Looping at this

Windows 10 is refusing to boot up properly and is looping at this. Please Help.I've tried:- automatic system repair couldn't repair- startup repair couldn't repair- sfc scan command- chkdsk command- dism command - safe mode w/ and w/o networking same loop- system restores can't restore due to some errorSystem Specifications:Intel Core i5 M 450 @ 2.40 Ghz8 GB DDR3 RAMATI Mobility Radeon Graphics 5000 SeriesHP Pavillion DV6T-3000 Entertainment Notebook

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?
