Windows 10: Windows 10 partially unresponsive

Discus and support Windows 10 partially unresponsive in Windows 10 BSOD Crashes and Debugging to solve the problem; Ok, so I have a issue thats been plaguing me for around a week now and I cant figure out what is wrong, ill try to include everything Ive done so far....     Windows 10 partially unresponsive


    Ok, so I have a issue thats been plaguing me for around a week now and I cant figure out what is wrong, ill try to include everything Ive done so far. After booting up windows after several minutes, no specific time, it will become unresponsive to mouse clicks etc. Taskbar, start menu, cortana, active windows etc, but a task im running continues (downloads, youtube etc) Sometimes desktop still will let me right click and bring up menu, or I can left click and draw a selection box on desktop but taskbar doesnt respond. Other times if i have a few windows open, active window freezes and i cant close out but can close windows underneath, hover over icons on desktop and startbar and they highlight but i cant click them. Ive tried safe mode with and without networking, same issue. Ive ran mem test, disk check etc. Scannow, DISM checks all report no issues or corruption. With task manager open and monitoring cpu usage while this is happening, cpu usage is at 2% or less and disk about the same. I finally got fed up and deleted all partitions and did a fresh install and the problem still persists....Reliability history showed one issue with explorer.exe a few days ago becoming unresponsive. Ive never seen this before and Ive tried everything to my knowledge? Has anyone have a clue what I can do to fix?

    Windows 10 Tweaks

    Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

    Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK
