Windows 10: Windows 10 PC Always Scanning/Repairing C drive on Startup

I am having an issue where my windows 10 PV is scanning/repairing the C drive, the drive windows are installed, on startup. With this, I checked the error viewer and there have been multiple instances of error 98. I tried to run 'chkdsk' in the command prompt as it suggests but I receive an access denied even though I am on the admin account on the PC shown below.I have tried looking about and have seen threads where people are talking about backing up/recovering their data but I do not have my external backup drive currently on me to offload my data onto.I just wanted to find out if my driv

• Start your computer from the installation media, Insert the DVD or USB flash drive and restart your computer. Press a key once you see a message that says
