    I am having a problem where a user's PC, in the camera privacy settings, shows "Camera access for this device is off" and the "Change" button is greyed out. I have tried everything I can think of to make sure it's not a problem with the camera - reinstall drivers, delete and re add by rebooting, etc.. and nothing helps. This PC is managed by Intune, so in Intune, I created a policy that specifically sets the Camera to Allow and made sure the policy was applied. Still the same problem.

    I tried a complete Windows 10 Recovery without saving any data so full wipe of the machine and still the same problem persisted.

    On the Camera Privacy page it shows "Some of these settings are hidden or managed by your organization". Interestingly enough, it showed that even before I had applied any kind of policy.

    The PC is Azure-AD joined not joined to on-Prem AD.

    Here is the strange part. The user was having this problem on a laptop and in order to try and troubleshoot, I gave her a new laptop while I troubleshot the problem. On the other laptop, the Camera was working when I gave it to her. After the user logged into the new laptop, the problem persisted. Even if I log in as another user on the laptop a Global Administrator user, the problem persists. It is as if when the user logs in, it puts the PC into this state for all users.

    I'm not sure where else to look as it appears that something with this user is causing the problem, but I can figure out what it could be since the only place I can apply policy is Intune and Intune is explicitly permitting the camera. What else can be going on here?

    Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

    Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK

    Unable to access Camera on Windows 10

    Hi James,

    Do not worry we will help you with this issue.

    Provide us additional information to assist you better with this issue:

    • What is the make and model of your computer?
    • Were you able to see any error code/ error message of this issue?
    • Have you made any changes to the operating system prior to this issue?

    This issue might have occurred due to corrupted/ outdated drivers on your device.

    Let us try few of the below troubleshooting steps and check if it helps.

    Step 1: I suggest you to check if there is any yellow exclamation point on WebCam in Device Manager.

    • Press Windows + X keys from the keyboard, click on
      Device Manager.
    • Expand WebCam drives under
      Imaging devices
      , right click on the driver.
    • Click on Properties and check the
      device status.
    • If not, select Update Driver Software.

    Step 2: I suggest you to run Hardware and Devices troubleshooter.

    Hardware and Devices troubleshooter
    checks for common problems and makes sure that any new device or hardware connected to your PC is installed correctly.

    • Press Windows key from the keyboard, type
      Troubleshooting and select it.
    • Click on view all option on the upper left corner of
      Troubleshooting window.
    • Select the Hardware and Device
      options from the list.
    • Click Next to run the
      Hardware and Device
      Troubleshooter.

    If the issue is with the Camera app,

    Step 3: I suggest you to run the
    Windows Store Apps troubleshooter.

    Windows Store Apps Troubleshooter,
    troubleshoots problems that may prevent Windows Store Apps from working correctly.

    Run the troubleshooter for Windows apps
