Windows 10 PCs - Application installs and uninstalls failing without reboot

For several months I have seen the following issue on multiple PCs in our environment:

- Patches and application updates will not run. We use a third party patching tool, and it will report patches as failing. But if we try to run a patch or update manually, the installer prompt will briefly flash and then disappear

• For example, trying to update Chrome using an msi file, the installer will flash briefly then disappear and never actually run.
  

- Uninstalling applications from Control Panel > Programs and Features > select application > prompt confirming uninstall > select Yes > flashes and stops > program does not uninstall.

This issue only occurs when a PC has not been rebooted for a while, e.g., at least a week. PCs that have been rebooted recently do not have this issue, and rebooting a PC that is currently having the issue will resolve it.

I noticed that there are dozens of cmd.exe, conhost.exe, and reg,exe processes running on the PCs after they have been on for a while, and if I start ending some of those processes, eventually the application install or uninstall will work without a reboot. Sometimes killing a few of the reg.exe processes resolves it, sometimes killing a few of the cmd.exe processes resolves.

For the Chrome example: the Event Viewer logs under Application show "Beginning Windows Installer transacation", "Ending a Windows Installer transaction", and "Product: Google Chrome -- Installation failed" all at the exact same time.

 

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

 

"Application Install install package failure!" while installing 13.9

Running Windows 7 Ultimate x64 and MSI 6970 Lightning.

I was upgrading from 13.4 after I did a clean uninstall with AMD Catalyst Install Manager.

Doesn't say what installation failed in the install log. Everything in the log says Success but at the very bottom it says "Application Install: install package failure!" but doesn't say what failed to install.

I only install video drivers and no CCC.

The only thing I noticed is AMD Catalyst Install Manager is not listed in my programs list.
