Windows 10: Windows 10 Photos App - Video stuttering in playback

Everytime I play a video in Window's native Photo's app the video stutters. I play it on Window's native movie app the video plays fine. Is this a Photo app issue or something else? This is a new computer I just bought 2 weeks ago. First windows laptop after 10 years with Apple. I am having all these small issues with Windows.

I suggest you to run the video playback troubleshooter and check if it resolves the issue. Follow the below steps.

  Press Windows + X keys on the keyboard and select
  Control Panel
  
• 
  Type Troubleshooting in the search bar on the
  Control Panel.
  
• 
  Click on Hardware and devices under
  Troubleshoot computer problems.
  
• 
  Click on Video playback under Windows.
  
• 
  Click on Advanced on the Video playback dialog box and click on
  Run as administrator (Enter the credentials if required).
  
• 
  Click on Next and follow onscreen instruction complete the Video playback troubleshooter.

Stuttering video playback on iTunes for Windows 10

Stuttered and unwatchable video playback. No issues with my music files. I have a brand new Acer Aspire 3 laptop (ie no malware) running Windows 10. i have uninstalled and re-installed iTunes 12.10.8.2 (really painful process I do not want to do this again!).
I have experimented with video playback and audio settings (ie so compatible with my laptop sound settings). Please can you let me know a quick solution to this. This is very frustrating. Thanks.
