Windows 10: Windows 10 Pin cannot be set up but won't log me in until I set it up

When I initially set up this new computer I skipped creating a pin. I was using this computer for a couple of weeks without a problem then the dreaded update hit. Now when I try to log in, it accepts my ID and password just fine but then it goes to the PIN set up dialog. If I select NEXT the only other options is the X to close the dialog it tells me something went wrong. My options are to RETRY or SKIP. If I retry I just keep getting the same error. If I skip, it goes back to the lock screen. So I can't add a pin and I can't log in without adding a pin.Help.

Cannot set up PIN after Creators Update

In this case, we recommend to repair and set up a new PIN by doing the following steps:

• Open File Explorer and browser to this location:
  

C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC

• Delete everything within that folder. You must be logged in as the Administrator to do this.
• Go to Settings > Accounts > Sign-in Options.
• Click Add a PIN again and set your PIN.
• PIN sign in should work moving forward.

• Open Settings.
• Select Accounts.
• Open Sign-in options.
• Under PIN, click Add.
• Follow the on-screen instructions.

Unable to set PIN for log-in

I have tried every suggestion I have found online, but nothing works. When I click to add a pin, nothing happens. This is a new Windows 10 laptop, and from day 1 of set-up, I was unable to set a PIN. I had Windows 10 on another laptop and was able to set
ta PIN with no problem. The more I use Windows 10, the more discouraged I become.
