Windows 10: [Windows 10 PRO, 2018 HP Pavilion] Everytime I Click on a Submenu in a Program it...

I keep having this issue with a new PC I got where programs such as windows explorer will randomly start flickering and whenever I have a submenu opened in a program like the user preferences on Blender it keeps minimizing the submenu and forcing me back to the main program, does anyone know what's going on?The PC was used, but factory restored, I've updated everything including drivers, even uninstalled and reinstalled everything and factory restored it multiple times and nothing has helped, I tried searching everywhere but I can't find anyone having the same issue as meIt doesn't affect

Can't update the HP Pavilion Notebook.

I'm trying to update my system and am getting a message to delete HP Pavilion Notebook - BIOS manually as it is incompatible with the upgrade.

I can't find it to delete it. It's not in the Programs list with the other HP apps.

Any suggestions?

Windows 10 Forces Minimization When Opening Program Submenu

I'm running Photoshop CS6 on my new Windows 10 enabled laptop. Whenever I go to open a submenu within the program itself (Anything from the Windows panel for those familiar with photoshop) the entire application minimizes and will not reopen. Everything
runs perfectly fine until I go to open those submenus (which open first in a separate subwindow).

Tablet mode is off and I have disabled OneDrive, both suggestions I've found on this issue but neither are helping.

How do I stop Windows 10 from forcibly minimizing my program when Photoshop's submenus are vital to the projects on which I am working?
