Windows 10: Windows 10 Pro - Infinite Restart after Reset

I have a Surface Laptop 3 AMD with Windows 10 Pro. I went to reset the OS, including deleting my personal files. After some time, it restarted and gave me a blue screen of death, before getting to any kind of login page. The stop code means "inaccessible boot device".I've tried hard restarting several times in a row. Upon power-on, it instantly shows the windows logo and then eventually goes to a blue screen of death. And then reboots. The cycle repeats until I interrupt with a hard power-off press power button for a long time.I've created a new Windows 10 Pro install media on a USB drive. I

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it

 

Infinite restart

I factory reset an acer i bought from someone abd windows fsiled to fully reinstall. I used the f10 option but i can onky get as far as the screen asking fir an adminustrator account but none are listed and i click the option
atvtge bottimevofcthe screen saying i don't see my account it restarts and stays in an infinite restart until ibuse f10 option again

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.
