Windows 10: Windows 10 Pro Setup Forces "Setup for an Organization"

Windows setup seems to be forcing me to setup for an organization and I am concern this PC has some configuration or controls applied by the previous owner, which I want to eliminate and have a fresh install. Anyone knows of this issue and how to solve it? More details below. I just bought a refurbished Dell Latitude 7480 on Amazon that came with Windows 10 Pro. First thing I do is installing a fresh Windows. To do that, I downloaded the Media Creation Tool 21H2 from Microsoft, created a bootable USB, and started setting up the fresh Windows on the laptop. Windows 10 Pro Setup - "Set up for an organization" does not appear during setup

Thank you for writing to Microsoft Community Forums.

Ideally, you get an option to set up your account according to your personal use or to set it up for an organization. But as you have passed that phase during set up, you can connect users to Azure AD by following the steps listed below:

• Go to Settings > Accounts > On Your info page, click
  Access work or school > Connect.
• On the Set up a work or school account dialog, under
  Alternate actions, choose Join this device to Azure Active Directory.
