Windows 10: Windows 10 Pro stuttering and low kernal responsiveness

Hi,


So i have a brand new custom built PC

Ryzen 9 3900x, asus 2070 super, msi x570 gaming pus mobo, 16GB RAM, Samsung 960 evo plus and 64bit microsoft pro.


So what has been happening recently, as in the past 2 weeks PC is 3 weeks old is that windows has been stuttering. The taskbar at the bottom of the screen is slow to respond and apps and steam games are all stuttering. I have updated all my drivers, my bios, gone through all the fixes and even fresh installed windows for the problem to still persist. I installed whysoslow and latency mon and it returned that my kernal latency and real time applications are very low at 1.982 ms.

i have gone through most of the steps i have seen on other questions of the same nature in this community except from uninstalling apps as i need these apps Sketch up etc for work. but any other help would be massively appreciated.

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

FPS drops below 10 every couple of minutes

Very interesting. Our default suggestion list for fighting stutter becomes more interesting.

 

Win 10 CU (not FCU) stutters and freezes a lot with various operations


I get momentary freezes and stuttering with a range of Windows menu operations. *sarc These are the ones that are top of mind but I'm sure there are others. Win 10 Pro 64, up to date on patches.

• Xing out a FireFox tab
• Click on FILE menu (drop down is delayed)
• FILE > Print (printer list or print menu is delayed)
• Selecting a higher level on the file path in the SAVE menu
• Search menu at bottom of Windows
• Typing in many situations.

Any suggestions? Or this this a known problem in Win 10? I've had this problem for some time, but lately it has gotten me really PO'ed.*Confused
