Windows 10: Windows 10 Pro v1903 login screen does not disappear after logging in.

Just installed Windows 10 pro v1903. It runs great except that the login screen does not disappear after logging in. I Have to refresh the screen to see home screen. What could be the cause of this? Any help will be greatly appreciated. Thank you.

Check Way 3: Lock computer in Screen Saver Settings.
Step 1: Type lock computer in the search box on taskbar and choose Lock the computer when I leave it alone for a period of time.
Step 2: In the Screen Saver Settings dialog, choose On resume, display logon screen and hit OK.
Is “On resume, display log on screen” checked?

I think this may have something to do that I have built-in administrator error..

When I first installed Windows 10 last year I got some file permission problems after upgrading, so I used

Tweaking.com tool to fix file permissions, and since then I somehow have the built in administrator account (or only privileges, not the account).
