Windows 10: Windows 10 Provision Package and ghost logins occuring

I work for a MSP that had a software developer create the service team a USB provision tool for setting up a bulk amount of computers and I believe its causing some issues. The software developer sorta built this on his side time and no one really knows much about it. It works great but being we are moving a lot of computer setup to AAD joined we are not using this method any longer but it has been leaving some wounds I can't come up with a solution. These are the steps provided this provision tool does. 2. Insert USB stick, provisioning will begin

Provisioning Packages and Scanstate

I've been experimenting with the new Provisioning Packages in Windows 10. They seem to be the new way to deploy and save customisations.

For instance you can now use the scanstate command (in the Assessment and Deployment Kit or ADK) to save customised software into a provisioning package for use when you create a Recovery Drive, and also for use when you Reset the computer.

Windows 10 Mobile - provide provisioning package

We want to provide a provisioning package to our Windows 10 mobile phones and are testing this.

Regarding TechNet.

We can provide that .ppkg to others through any of the following methods:

  Shared network folder
  
• 
  SharePoint site
  
• 
  Removable media (USB/SD)
  
• 
  Email
  
• 
  USB tether (mobile only)
  
• 
  NFC (mobile only)
  

But our mobile phones only provide Removable media (USB/SD)

Anyone using this Feature and can help us.
