Windows 10: Windows 10 recovery drive halting at Keyboard layout screen

Hello.This has been an issue for me for a long time 3+ years and I am fed up with it.Just today I finally got a Windows 10 recovery drive creation process to finish.successfullyI immediately restarted my computer, and booted from the Gigastone 32 GB usb disk to test it. Once again, After the windows logo you get the screen prompting to select keyboard layout - but *wonk* - either my input devices are not working/compatible or the process has frozen completely - I cannot determine which.I trying a modern MSFT Sculpt Comfort Keyboard so I highly doubt it is a compatibility issue. This suggests to me that you are using the wrong "keyboard language" for your keyboard, and that therefore you first step would be to determine exactly what language keyboard you have. Possibly have a look at Windows Keyboard Layouts - Globalization | Microsoft Docs.

(The age of any laptop capable of running Windows 10 at all should not be a problem as regards keyboard layout)

 

Recovery drive asks for keyboard layout, but accepts no input.

I have used Control Panel > Recovery >
Create a recovery drive to use in case my Windows 10 Home x64 system crashes, but when booting from the 16 GB recovery thumb drive the first screen asks me to select the keyboard layout. There is no way to select anything on that screen as the keyboard,
mouse and touch screen have no effect.

I tried creating the recovery drive again, on the same thumb drive, putting a check mark in the box to
Backup system files to the recovery drive, but it always fails to create the recovery drive when that box is checked. What is wrong with this utility, and how can I create a recovery drive that will actually work?

Using a clean boot I was able to create another recovery drive with system files on the same thumb drive, but when I boot from that drive I still get the same screen asking me to choose the keyboard layout. There is no cursor, and input from the keyboard,
touch screen, or mouse is impossible.
