Windows 10: WINDOWS 10 RECOVERY MODE STUCK

Hi! I am using windows 10Dell Inspiron 3467. Last night I installed some program on my laptop and the next day, my laptop suddenly hang and went blue background(not the usual blue screen of death). I used task manager to run a system recovery and until now I am stuck on "Please wait while yout Windows and settings are being restored". I ttied turning my laptop off and on but I just automatically go to that screen and I cant press anything. Please help.

Stuck in safe mode in windows 10

Safe mode is intended to help fix most, if not all problems within an operating system, it's not good if we got stuck on it. To correct this, we suggest that you follow the steps below to exit out of Safe mode:

• Open Run command by pressing Windows key + R
  keys on the keyboard and type msconfig in the command box and press
  Enter.
• Under General tab, put a check on Normal Startup option.
• Reboot the system and check if the changes are effective.

Let us know if you are able to exit out of Safe mode with these steps.

For thouse who CAN help...:I can't enter adb (device not recognized), can't flash using stock recovery (don't really know the steps and stuck at triage and dead android when in recovery),
