    Hi everyone,

    I am having an incredibly annoying (yet not debilitating) issue with windows loading, and looking at similar threads and forums, I still cannot find a solution.

    I built a new PC a couple days ago (specs below, but Ryzen/Radeon combo) and drivers/bios are all up to date and the computer is functioning normally once it boots up. I can work, browse, game, etc. without any issues or crashes.

    However, when I try to start the computer, especially after it has been off overnight or for a couple hours, it never starts the first time. I get the splash screen/ windows loading screen then the monitor goes black. Inputs are non responsive except fans and hard drive light are all working. I then have to turn off and reboot until I get the windows start up repair screen. It will boot fine with this and computer will have no issues. None of the start up repair tools actually find errors or fix things, it is simply the process of restarting from this screen that lets it work. I can restart from this state provided I do it within 10 minutes or so. It just will not "start cold". Once its running, no issues at all.

    I have disabled fast boot and some of the other things people have recommended, as well as nuking the PC and reinstalling windows (even though the previous installation had no signs of damage when using diagnostic tools). Still the problem persists.

    I have not taken out the hardware yet because it is a mini itx case. I know some have said it could be the PSU, but I am hesitant to say so because it functions every other time and does not falter under load. It is brand new. Same with video card (even though many have said the card and drivers have bugs, I have never experienced any). I have a motherboard speaker as well, only 1 beep (normal) or sometimes no beeps. But in either instance it does not start.

    MB: Gigabyte B450 Aorus Pro Wifi mITX (F50 bios version)

    CPU; Ryzen 3600

    GPU: Radeon 5600xt (Windforce OC 6GB if that matters)

    RAM: Corsair Vengeance LPX 3000Mhz (2x8gb)

    PSU: EVGA 650GQ

    Drives: Samsung 970 EVO m2 2280 (OS), SK Hynix Gold 1TB SATA SSD (Currently empty)

    Windows 1903: Collapsed Start Menu after cold boot

    I use Start Full Screen similar to Windows 8, containing 111 tiles to my most used apps.

    The latest version of Windows 10 Pro 64-bit version 1903 Build 18362.239 has been installed.

    Issue

    After each cold boot, the first time I start the Start Menu, the top menu tiles are collapsed into the row below.

    This behavior happened after upgrading to Windows 1903.

    Workaround

    Only if I sign out and sign in again, will the menu display correctly.

    Questions

    1. Are there more people experiencing this issue?
    2. Is there a way to restore the correct Start Menu behavior after a cold boot?

    Computer refuses to boot

    All of a sudden after opening up my computer to remove one of my ram sticks to check the timings on it after replacing it and powering on from a cold start my computer will not boot and does not show any picture on the screen, it starts up with all of the fans going but then it shuts off after 10-15 seconds, what troubleshooting steps should i take???

    Hi Gerald,

    We would like to know more about the issue. Did you make any software or hardware changes to the computer? Have you tried any troubleshooting steps so far?

    If you haven't done so yet, we suggest that you try to follow the steps provided below:

    • Start your PC in safe mode in Windows 10, click this
      link.
    • Try a cold boot. Shut down your device, remove power cord and battery (if available) and wait for about 20 seconds. Then connect battery and power cord and try booting again.
