Windows 10: Windows 10 "reset this PC" not resetting PC

I want to install a fresh copy of win10 and tried the reset this PC, after windows 10 reset with remove all files not wipe drive. After reboot and profile login, everything is still on the computer. I did this twice. checking the file manager, file $windows.~BT was created, but does not boot to that file.

If you are having that message while trying to reset your computer, We suggest you to create an installation media for Windows 10 using Media
Creation Tool and perform a Reset.

Once the installation media is created, follow the steps below:

• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer.
• On the Choose an option screen, select Troubleshoot. From there, you can use Safe Mode. Select
  Advanced Options >Reset This PC>Remove everything.
• After the reset is complete, check for status.

Windows 8 PC reset

I have used this software from Passcape called Reset Windows Password, to reset a Windows 8.1 administrator password on, that was even linked to a online account and it worked fine.
